The VND11.02 trillion (USD444 million) project will include a 43.50 kilometre section linking Huu Nghi -Chi Lang border gates and a 16.44-kilometre section connecting Tan Thanh with Coc Nam border gates.

VND5.50 trillion will be sourced from the state budget.
The project will be invested in by Deo Ca Construction Joint Stock Company, Construction Joint Stock Company No.568 and Lizen Joint Stock Company.
Five toll booths will be built on the route.
The expressway is expected to be an important link in the Nanning (China), Lang Son, Hai Phong and Quang Ninh economic corridor to form a trans-Asia economic corridor, and help Vietnam become a gateway for trade between China and Southeast Asia.
