In Dong Ha District, lots of streets were put between 20-40 cm under water, causing difficulties for travellers.
Hung Vuong and Le The Hieu streets, which were mostly flooded, saw serious traffic congestion.
Local people had to remove their assets to avoid being flooded.
According to the National Centre for Hydro-meteorological Forecasting, localities in central Vietnam are facing widespread heavy rain and thunderstorms from November 3 due to the impact of high-altitude easterly wind disturbances combined with intensified cold air from the north.
Localities from Thanh Hoa to Quang Ngai are anticipated to endure widespread heavy rain and thunderstorms with rainfall of between 70-150mm or even 300mm within hours.
The centre also warned that heavy rain will cause water levels of local rivers to rise to the third alert level, that may trigger widespread flooding from Ha Tinh to Binh Dinh.
