
The location of the project
The project covers more than 244 hectares with estimated investment capital of USD 2 billion and an operating term of up to 70 years. Construction is expected to take nine years.
According to the plan, over 182 hectares will be allocated for facilities including a casino, hotels, resort villas, tourism services, parks and water areas.
Once completed, the complex will feature luxury tourism, resort and entertainment services, with core activities including casino operations, real estate and hospitality. Casino business, including a pilot scheme allowing Vietnamese citizens to play, will only be implemented once all legal conditions are met.
In May, Quang Ninh authorities approved a list of 259 projects seeking private investment between 2025 and 2030, covering nearly 21,000 hectares. These include eight golf course projects on 2,200 hectares with a combined investment of more than VND 13 trillion (approximately USD 520 million). The largest is the 951-hectare Ha Loan Island golf course in Cam Pha, with an investment of VND 1.2 trillion (approximately USD 48 million).
