The project, which was decided by Hanoi People’s Committee Chairman Tran Sy Thanh, aims to create more open spaces near Hoan Kiem Lake for public use.
The Hanoi People’s Committee has requested accelerating project planning and investment proposals to expedite land clearance, compensation, resettlement, relocation of structures, and land acquisition.

Relevant agencies have been urged to assist organisations, units, and households affected by the project with relocation, resettlement, and the reconstruction of their offices and headquarters.
Hanoi has asked Vietnam Electricity Group, whose headquarters are located within the project area, along with its subsidiaries, the Northern Power Corporation, the National Power Transmission Corporation, and the Hanoi Power Corporation, to work with concerned agencies to relocate to facilitate the project. However, they must ensure the stable and uninterrupted management and operation of the power supply system under all circumstances.
The project involves developing a public park or square extending from Tran Nguyen Han Street to Hang Dau Street.
Hoan Kiem Lake is approximately 12 hectares in size and is located in the heart of Hanoi. Its eastern side features the 900-metre-long Dinh Tien Hoang Street, which connects the Trang Tien-Hang Khay intersection to Dong Kinh Nghia Thuc Square.
