The Hanoi Department of Construction has instructed the city's Transport Management and Operation Centre (Tramoc) to review the bus network to better meet current travel demand.
The department asked Tramoc to reassess operating hours, terminal opening and closing times, and service frequencies to ensure reliable, continuous services and shorter waiting times.
"Changes to operating hours, frequencies and routes must reflect actual travel demand, maintain service quality and comply with planned operating schedules," the department said.
It stressed that operating hours must not be reduced without sufficient justification.
The department also called for route adjustments to expand service coverage and strengthen connections across the network.
Reviews must consider road infrastructure, passenger demand and network connectivity. Any adjustments must maintain service quality and operational efficiency without increasing costs under approved service contracts.
For routes with proposed changes to their starting or terminating points, Tramoc must determine implementation schedules for adjustments already approved by the Hanoi People's Committee and report them to the department.
Proposed new routes must undergo thorough assessments of road infrastructure, operating arrangements, passenger demand and operational efficiency before being submitted to the municipal People's Committee for approval.
Following the planned adjustments in the fourth quarter of 2026, Tramoc will continue assessing network performance and develop a bus route optimisation plan for 2027 for the department's consideration.
