Pham Minh Dai, born in 1996, residing in Hoa Lu district in the northern province of Ninh Binh, caused serious injuries to another Vietnamese citizen during a conflict in the province on September 26, 2015. He then fled Vietnam to Belarus and was wanted by Interpol.
The Embassies of Vietnam in Belarus and Russia and the representative office of Vietnam’s Ministry of Public Security in Russia supported the extradition operation, especially during transit in Russia.
Based on the wanted order from Vietnam’s Ministry of Public Security, Belarusian law enforcement agencies arrested Dai and completed procedures to hand over him to Vietnam according to cooperation deals signed between the two countries.
