Deputy prime minister Bui Thanh Son has signed off on the list, which covers 32 power-generation projects: 21 thermal plants, nine hydropower plants and two offshore wind schemes.

Key projects include the Haiphong LNG plant (phase 1 and 2, totalling 4,800MW, planned for 2030-2035), the Bac Lieu LNG plant (3,200MW, before 2030), the Quang Ninh LNG plant (1,500MW, 2028-2029) and the Ca Na LNG plant (1,500MW, before 2030). The two Ninh Thuan 1 and 2 nuclear plants in Khanh Hoa, each designed for 2,000-3,200MW, are projected to operate in the 2030-2035 period.

Pumped-storage hydropower projects also feature prominently: Bac Ai (1,200MW, 2029-2030), Don Duong (unit 1 with 300MW expected in 2030; units 2 and 3 totalling 600MW between 2031 and 2035) and Phuoc Hoa (1,200MW, 2029-2030). Major offshore wind projects in the south central region (2,000MW) and wind-to-Singapore/Malaysia export projects (3,000MW) are expected to operate from 2033.

Seven LNG storage projects are also listed, including storage for the Quang Ninh, Thai Binh, Nghi Son, Hai Lang (phase 1), Ca Na and Bac Lieu LNG power plants, and the north-central LNG hub at Vung Ang (phase 1).

Seven gas-to-power project chains are named: Block B (3,810MW in Can Tho), Blue Whale (3,750MW in Danang and Quang Ngai) and the Son My LNG chain (4,500MW in Lam Dong).

A series of transmission-line and substation projects also qualify as national priorities, including 12 connection projects, eight import-capacity upgrades and 14 transmission-strengthening schemes serving major demand centres. Examples include the 500kV line from Dien Bien to Thai Nguyen, the 500kV Son La 1-Son Tay-Dan Phuong corridor, and the expansion of the Dung Quat Refinery.

In addition, three regional renewable-energy industry and service hubs in the south central and southern regions are planned: a high-voltage cable-manufacturing plant in Ho Chi Minh City, a renewable-energy industry and service centre in Ho Chi Minh City, and a similar centre in Khanh Hoa. All are scheduled for operation in 2030.
