Vietnam, China leaders hold talks to deepen strategic ties

Vietnam’s top leader To Lam held talks with China’s Xi Jinping in Beijing, reaffirming commitments to deepen bilateral cooperation and strengthen strategic trust.

The talks took place on the morning of April 15 at the Great Hall of the People, following a state-level welcome ceremony as part of To Lam’s official visit to China.

Welcoming the Vietnamese delegation, Xi Jinping congratulated To Lam on his recent election as president of Vietnam and praised the country’s achievements in its doi moi reforms, describing Vietnam as a priority in China’s neighbourhood diplomacy.

To Lam thanked Xi for the warm reception and reaffirmed that developing ties with China remains a strategic choice and top priority in Vietnam’s foreign policy. He highlighted the outcomes of the 14th national congress of the communist party of Vietnam and stressed the commitment to advancing the comprehensive strategic cooperative partnership and a shared future framework between the two countries.

He also congratulated China on its development achievements and expressed confidence in its continued progress and growing global role.

Both leaders held in-depth discussions on domestic developments, bilateral relations and regional and international issues, expressing satisfaction with recent progress in ties.

They noted increasing high-level exchanges, expanding cooperation mechanisms and stronger links in defence, security, trade, investment and infrastructure. People-to-people exchanges and coordination in multilateral forums have also intensified.

Amid global uncertainties, the two sides agreed to further strengthen solidarity, enhance strategic trust and deepen cooperation in areas such as trade, infrastructure and energy.

They also agreed to maintain regular high-level exchanges, expand practical cooperation and better manage differences, while reinforcing coordination in multilateral mechanisms.

The two leaders jointly announced the launch of the Vietnam, China tourism cooperation year 2026, 2027, aimed at boosting joint promotion and improving tourism services. To Lam also proposed visa exemptions for group tourists on a reciprocal basis.

Vietnam called for expanded market access for its goods, more balanced trade and stronger cooperation in investment, technology transfer and supply chain development.

Xi Jinping welcomed increased imports of Vietnamese products and encouraged Chinese businesses to expand investment in Vietnam, while supporting stronger cooperation in infrastructure, science and technology and supply chains.

Both sides agreed to enhance coordination on regional issues, including maintaining peace and stability in the East Sea in line with international law and the 1982 United Nations convention on the law of the sea.

Following the talks, the two leaders witnessed the signing of multiple cooperation agreements across sectors including economy, science and technology, security and local cooperation, reflecting the breadth of bilateral engagement.

A state banquet and farewell reception were also held, underscoring what both sides described as close and enduring ties between the two countries.
