The planned development will cover parts of Gia Binh, Nhan Thang and Dong Cuu communes. It is intended to support the province's 2021-2030 development plan and expand urban and commercial services around the airport.

The project will include housing, mixed-use developments, commercial facilities, healthcare, education, cultural and religious sites, parking areas, parks and water features. Infrastructure will be developed to standards for a Grade I urban area.
Provincial authorities have appointed An Phu Infrastructure and Real Estate Development JSC to prepare the detailed plan, which is expected to be completed within six months.
The project follows the approval of a 12,800-ha airport urban development zone south of the Duong River in 2025, planned as an international airport city.
Construction of Gia Binh International Airport began in August 2025. The 1,900-ha airport, with an estimated investment of VND 196 trillion (USD 4.75 billion), is expected to begin operations by the end of 2026 ahead of the APEC 2027 summit.
Under the master plan, the airport will initially handle 30 million passengers and 1.6 million tonnes of cargo a year, with capacity projected to increase to 50 million passengers and 2.5 million tonnes of cargo annually by 2050.
