Vietnam begins detailed planning for Ninh Binh International Airport

Vietnam’s Ministry of Construction has tasked the Civil Aviation Authority of Vietnam with preparing a detailed planning proposal for Ninh Binh International Airport.

A leader of the Ninh Binh provincial People’s Committee told Dantri/Dtinews that the ministry had sent a document to the province concerning the preparation of a detailed plan for Ninh Binh International Airport for the 2021-30 period, with a vision to 2050.

The ministry has instructed the Civil Aviation Authority of Vietnam to prepare the scope of work and cost estimates for detailed plans for airports newly added to the national network, including Ninh Binh International Airport.

The authority must submit the planning documents in November for approval. The plans will serve as the basis for allocating state budget funding for implementation in 2027-28.

The ministry said planning new airports required close support and co-operation from local authorities. It has asked the Ninh Binh provincial People’s Committee to direct relevant agencies to provide documents, records and data, and work closely with the aviation authority to ensure the quality and effectiveness of the planning process.

On September 16, the provincial People’s Committee had asked the ministry to expedite the detailed planning process for the airport for the 2021-30 period, with a vision to 2050.

Before that request, the minister of construction had approved an adjustment to the national airport system plan for the same period through an expedited procedure. Ninh Binh International Airport was added to the network as part of the plan through 2030.

In December 2025, the provincial People’s Committee submitted a proposal to the prime minister seeking the airport’s inclusion in the national airport system masterplan.

The proposed airport would be located across Binh Luc and Binh My communes and Liem Tuyen Ward. It is expected to meet the International Civil Aviation Organization’s Code 4E standards for international airports.

The project is expected to cost more than VND 23 trillion (about USD 886 million), with operations targeted to begin in 2029 and capacity to handle five million passengers a year.
