Unemployment registration numbers are low

Following the lead of HCM City, Hanoi began officially receiving unemployment forms to provide insurance solutions for workers on January 6.

Following the lead of Ho Chi Minh City, Hanoi began officially receiving unemployment forms to provide insurance solutions for workers on January 6. However, the number of forms submitted does not compare to the amount of unemployed workers in the city, which is estimated to be around 15,000.

According to the report, Ho Chi Minh has received approximately 1,200 unemployment registration forms in only 3 days.

Meanwhile, Hanoi’s Employment Introduction Centre only received dozens of unemployment registration forms as of January 6th. These numbers are very low when compared with the amount of unemployed workers in Hanoi.

According to Do Thi Xuan Phuong, Deputy Director for the Department of Labour- Invalids and Social Affairs, the reason for such low submission of forms could be due to many workers being uninformed. Moreover, in many cases, the workers may not satisfy the conditions required for receiving unemployment benefits.

In order to clarify the benefits for workers, the Hanoi Department of Labour- Invalids and Social Affairs stated: "Unemployed workers can submit their forms at 8 locations including the Department of Labour- Invalids and Social Affairs in provinces and communes such as Long Bien, Thanh Tri, Soc Son, Hoai Duc and Son Tay; the other locations are the Department of unemployment insurance and Hanoi’s Employment Introduction Centre.

According to guides from the Ministry of Labour- Invalids and Social Affairs, the workers must submit unemployment registration forms within 7 days of termination or expiration of the labour contract with their company. Other necessary documents include ID card, a copy of labour contract (out of date), an agreement of termination of labour contract, and social insurance book.

Registration forms can be submitted during office hours, Monday to Friday, every week.

According to a survey conducted in 2009, the total number of unemployed workers was 133,000 people.

Workers paying enough fees for unemployment insurance from 12 months to under 36 months will get 3 months worth of unemployment benefits (equivalent to 60 percent of their average salary 6 months prior to losing their job), workers will receive 6 months worth of benefits if they had paid insurance for 36-72 months, 9 months worth of benefits from 72-144 months, and 12 months had they been insured for 144 months or more. In addition to the income they will be provided, insured unemployed workers will also be provided with health-care coverage.
