Vietnam and China reached a broad consensus on promoting the comprehensive strategic cooperation partnership between the two countries at a joint meeting in Beijing on May 11.

The 6th session of the Vietnam-China Steering Committee for Bilateral Cooperation was co-chaired by Vietnamese Deputy Prime Minister Nguyen Thien Nhan and Chinese State Councillor Yang Jiechi.

Both sides held that strengthening the strategic, trustworthy relationship and comprehensive cooperation between Vietnam and China meets the basic and long-term interests of the two peoples.

They agreed to maintain high-level exchanges and bring into full play the role of the Vietnam-China Steering Committee for Bilateral Cooperation, so as to early sign a programme of action realising the two countries’ comprehensive strategic cooperation partnership.

They agreed to share experience in Party building and national management through exchange meetings, and well organise the upcoming 9th theoretical conference between the two communist parties.

Nhan and Yang underlined the need to effectively implement existing cooperation mechanism between their ministries of foreign affairs, national defence, public security and trade, to boost substantial cooperation in economics, trade, military, law enforcement, security, science, education, culture, and health care.

They said both sides will speed up rail and road link projects, including the Pingxiang-Lang Son-Hanoi expressway.

They signed a document implementing the 2013-2015 Vietnam-China cultural agreement and a memorandum of understanding on a list of cooperation projects of the 2012-2016 economic-trade cooperation plan between the two countries.

Both sides vowed to strictly implement the common consensus reached by their top Vietnamese and Chinese leaders and the signed agreement on basic principles guiding the settlement of sea-related issues between the two countries, through negotiations and friendly consultations to settle the disputes peacefully.

They agreed to increase the joint working group’s negotiations of the boundary demarcation in the area off the Bac Bo (Tonkin) Gulf and discuss measures for cooperation in the area. They said it is necessary to effectively implement the operational mechanism of the Vietnam-China experts group regarding cooperation in less sensitive areas at sea, and kick-start three projects on less sensitive areas as agreed.

Both sides vowed to fully observe the Declaration on the Conduct of the Parties in the East Sea (DOC) in order to maintain peace and stability in the sea.

They agreed to capitalise on this year’s 10th anniversary of the strategic partnership between ASEAN and China to comprehensively realise the common consensus reached by ASEAN and Chinese leaders, to further expand and deepen cooperation in economics, trade, transport, oceanography, and humanitarian between ASEAN and China, contributing to peace, stability and prosperity in the region.
