A coastal villa complex in the central province of Ha Tinh remains largely abandoned and in disrepair six months after being hit by Typhoon Bualoi, with no comprehensive repairs carried out.

The site is largely deserted, with only a few guards present. Many villas remain badly damaged, some supported by temporary steel braces, while sandbags form makeshift embankments.

Some debris has been cleared, but most of the site remains in disarray with no coordinated reconstruction. Banners calling for embankment works and compensation have been hung by villa owners.

In late March, Ha Tinh authorities urged swift action on the structural failures, citing delays due to a lack of agreement among stakeholders.

The province has ordered Hong Lam Xuan Thanh JSC to complete repairs by April 30 to ensure safety ahead of the 2026 storm season, warning it will bear legal responsibility for any delays.

Inspections found 23 seafront villas partially collapsed or badly damaged during the September storm last year, with embankments, pools and boundary walls also severely affected.

Authorities said the causes included both objective and subjective factors, but stressed that human error was the primary reason. The developer failed to build the approved coastal embankment as licensed, instead implementing an unapproved design deemed structurally inadequate.

Construction of the embankment also did not fully comply with approved designs and as-built drawings, officials said.

The project has a total investment of nearly VND 1.5 trillion (about USD 57 million), covering more than 121 hectares and comprising 557 villas, townhouses and commercial units.
