A two-hour storm on October 23 in HCM City flooded Kinh Duong Vuong Street. Shops were closed and vehicle engines died in street flooding.
In Bien Hoa City, Dong Nai Province, a three-hour storm closed Nguyen Ai Quoc, Bui Trong Nghia and Dong Khoi streets, with a seven-kilometer rush-hour tail back of traffic as roadways were swallowed by up to 70 cm of water.
Authorities took three hours to clear the traffic jam.
