The revised Law on Residency, which stipulates the right of Vietnamese citizens to freedom of residency in the Vietnamese territory, was adopted by the NA on November 13 and will take effect on July 1, 2021.
The law replaces the management of permanent and temporary residence from manual mode through household registration books and temporary residence books to the use of information technology. Authorities will use residents’ personal identification numbers to access and update information on the national database.
However, many deputies were afraid that the national database on population may not be complete or operate smoothly after the law takes effect. They then agreed that residents can continue to use household registration books and temporary residence books until the end of 2022 to prove their residency, as well as to handle administrative procedures when necessary.
