The vehicle was stopped on National Highway 2 in Vinh An Commune by a traffic police patrol from Phu Tho police.
Authorities said the shipment did not meet food hygiene and safety standards.
The driver form Hanoi failed to provide invoices or documents proving the legal origin of the goods.
According to initial statements, the hides had been purchased from local traders and were being transported to Hanoi for consumption.
Police later transferred the vehicle, cargo and related individuals to market surveillance authorities for further investigation and handling under Vietnamese law.
