A photo of a young woman carrying a small infant with one hand by the scruff of its shirt with an angry face has gone viral in recent days.
On June 13, Que Vo District's Department of Public Security announced that they have identified the woman as the infant's mother who comes from Thai Binh Province.
According to police initial report, the incident occurred on June 11 when the 18-year-old woman was quarrelling with her boyfriend in their rented room in Phuong Lieu Commune.
"The woman admitted that she carried their 20-day-old child by its collar with one hand while shouting at the man," police said. "The man took a photo of her and posted it on his Facebook account."
Police are further investigating the case.
