Speaking at the ceremony, the Party General Secretary recalled that since the early days after the 1945 Revolution, the ministry had worked alongside the government to build and defend the young revolutionary administration, laying the foundations of the state apparatus and dismantling remnants of colonial and feudal rule.

“In hardship, the spirit of the home affairs sector was forged to become a reliable support for the Party, the government and the people,” he stressed.

During the two prolonged resistance wars, the ministry helped strengthen revolutionary administrations, implement labour policies under wartime conditions, and mobilise resources for national defense. It also cared for war invalids, families of martyrs and those who rendered service to the nation, with many officials sacrificing their lives.

After national reunification, the ministry played a key role in unifying the administrative system, consolidating authorities at all levels, creating jobs, assisting people with meritorious service, and healing wartime wounds in preparation for new development phases.

In the reform era, the ministry contributed significantly to administrative restructuring, building a governance system suited to a socialist-oriented market economy, and developing multi-tiered social welfare policies that improved people’s livelihoods. Vietnam’s social security system has since been recognised internationally, with unemployment rate kept below 3 per cent, stable labour productivity growth, and steady improvements in wage policies and care for veterans and their families.

“It can be affirmed that in every period, whether war or peace, construction or reform, the home affairs sector has always been steadfast, dedicated and innovative, contributing to national governance and social welfare,” the Party General Secretary said.

He emphasized that the ministry must embrace its mission to foster development, ensure social security, and work with the Party and State to bring happiness to the people by building a democratic, lawful, modern and effective administration that guarantees equitable and sustainable development without leaving anyone behind.

In recent years, the Ministry of Home Affairs has carried out major institutional reforms, streamlining tens of thousands of administrative and public service units, and piloting a two-tier local government model, creating new opportunities for national growth.

At the ceremony, Minister Pham Thi Thanh Tra described the ministry’s 80-year journey as a proud history of accompanying the Party, the State and the people through decisive moments.

“Alongside developing a civil service dedicated to the nation and the people, the ministry has consistently cared for those who made sacrifices for the revolution, affirming the humane values of our system,” she said.

She noted that more than 9.2 million people who rendered service to the country, including over 1.2 million martyrs and more than 600,000 war invalids, have received material and spiritual support.

Over the past eight decades, the ministry has advanced labour and employment policies, building a solid foundation for national sustainability, she added.

Minister Tra expressed gratitude for the close guidance of the Party Central Committee, the Politburo and the General Secretary, as well as the decisive direction of the government and the prime minister, the cooperation of ministries and localities, and the dedication of generations of home affairs officials and staff.
