The proposal pointed out that parking streets would have to meet several requirements, such as vehicles not obstructing the entire pavement, leaving at least 1.5 metres for pedestrians. Also there would be no parking in front of cultural, educational or sport offices.

“Parking will not be allowed on key roads, belt roads or in the city centre, roads has width smaller than 7.5 metres, or on pavement that is less than 5 metres wide,” According to the proposal.

Only the side streets where the traffic flow is low would be allowed to be used for parking. The interdepartmental group will consider opening parking lots on specific stretches and the street sides to ensure traffic safety and urban aesthetic.

Large parking lots such as multi-story parking, underground parking will be prioritised.

A state enterprise was requested to manage all the road and pavement parking. Temporarily, Hanoi Parking Company has been assigned this task.

The proposal also includes name of 54 streets where parking is not allowed.

The districts have most streets banned from vehicle parking is Ba Dinh with 24 streets such as Kim Ma, Nguyen Thai Hoc, Chu Van An, Phan Dinh Phung; Hoan Kiem District has 11 street such as Le Thai To, Trang Tien, Hang Bong; Dong Da ban 11 streets such as Ton Duc Thang, Nguyen Luong Bang, Pham Ngoc Thach.

Some other districts also have parking ban are Hai Ba Trung with, 4 streets, Cau Giay with 3 streets and Thanh Xuan only 2.
