The Ministry of Health has issued a plan to implement the 2026-2030 programme for people with disabilities nationwide, aiming to improve their quality of life, access to services and social inclusion.
Under the healthcare targets, about 90 per cent of people with disabilities are expected to have access to healthcare services each year by 2030.

At least 80 per cent of children from birth to six will be screened for congenital disabilities and developmental disorders, with early intervention provided where needed.
Around 70,000 children and people with disabilities are expected to receive orthopaedic surgery, rehabilitation services and appropriate assistive devices.
The programme also aims to ensure that all eligible people with disabilities who need financial support can access preferential loans from the Vietnam Bank for Social Policies to create jobs, start businesses or develop production.
Vocational training will be provided to 300,000 eligible people with disabilities, while six specialised vocational education institutions across the country will receive support for facilities and equipment.
The plan also targets access to education for 90 per cent of children with disabilities of preschool and school age.
By 2030, all newly constructed public buildings are expected to meet accessibility requirements for people with disabilities, while 50 per cent of existing facilities are targeted for accessibility upgrades.
These include government offices, railway and bus stations, ports, healthcare and educational facilities, vocational schools, cultural and sports venues and apartment buildings.
People with disabilities using public transport will be eligible for free or discounted fares in line with regulations, with discounts of at least 60 per cent on interprovincial road transport services.
The programme also aims for at least 70 per cent of provinces and cities to have sports clubs for people with disabilities, with 15 per cent participating in physical activities. At least 20 per cent are expected to take part in cultural, arts and performance activities.
All women with disabilities are targeted to receive support in various forms, while 80 per cent of provinces and cities are expected to have organisations representing people with disabilities.
The nationwide programme covers people with disabilities, with priority given to those facing difficult circumstances, as well as their families and organisations supporting them.
