Registration fees for old cars still high

Under the decree, owners of second-hand vehicles must prove that they have proper registration documents. If they fail to do provide the necessary papers, motorbike users will be fined VND800,000-1.2 million (USD38-57.1), while fines for other vehicle users could reach VND6-10 million (USD287.63-479.38). However, the regulation has faced strong public opposition. Therefore, the Ministry of Public Security requested a halt to Decree 71 just three days after it took effect on November 10.

Speaking with reporters during the National Assembly discussion on November 14, Minister Hue said after the checks, the Ministry of Finance will announce the specific fee reductions.

Currently, registration fees for old cars are regulated at 10-12%, compared to 1% for old motorbikes.

The police proposed cutting the rate to 1% in order to help people implement the faltering implementation of newly-issued Decree 71, while supporting vehicle management agencies.
