Vietnam collects thousands of billions dong for traffic fines annually

They made the proposal at a NA’s questioning session with Minister of Finance Vuong Dinh Hue.

NA deputies asked Hue to report all fines collected from violators in 2011 and 2012, and the proportion of those funds given to traffic officers as bonuses.

According to Hue City officials, the figure reached VND2.54 trillion (USD21.76 million) in 2011 and has been nearly VND2 trillion (USD95.9 million) so far this year.

He said that 70% of the traffic fines have been used as bonus for traffic police who directly regulate traffic.

They suggested that the rest be used to fund the local transportation inspection force, traffic safety boars in cities and provinces under the direct management of the Central government, and other traffic police who directly take part in ensuring traffic order. 

Between 60% and 80% of the fine-sourced funding for traffic police and transportation inspectors would be used to raise public awareness of traffic rules; supporting traffic police in cases of accidents or injuries and for families of those who pass away while on duty . The rest of the funds would be used for equipment.

After the Law on Handling of Administrative Violations takes effect on July 1, 2013, the Government will no longer manage administrative fines, he said.

The fines will be added to the State budget in time to come, in accordance with the amended the State Budget Law.

The country collected administrative fines of VND5.9 trillion (USD282.8 million) in 2011, and the figure was over VND5.1 trillion (USD244.5 million) in the first nine months of this year.
