Ministry investigate nine family-run localities

The Ministry of Home Affairs has made public nine localities and agencies which have a surprisingly large number of officials from the same families.

Nguyen Tien Thanh, chief of office of the Ministry of Home Affairs said they had received various complaints from the public and reports from the media about family-run localities.

By the request of the prime minister, they had immediately inspected the claims at Ha Giang Province, Quy Hop District of Nghe An Province, A Luoi District of Thua Thien-Hue Province, Buon Don District of Dak Lak Province, Binh Dinh Province, Phong Dien District of Can Tho City, Ba Ria-Vung Tau Taxation Department under the Ministry of Finance, Yen Bai Province and the Forensic Medicine Centre under the Department of Health of Danang City.

The inspections were carried out from October 31 to November 2, 2016. The results show that there are 58 blood-related family members and relatives of leaders at nine localities and agencies. They have been employed or given extra jobs at state agencies. Several people lack required certificates in administrative management, computer and foreign languages. In some cases, there were no proposals or written approval for the employment, the employee's degree was unsuitable for the job or didn't follow procedures.

The ministry has reported to the prime minister and suggested that city and provincial chairmen should engage in self-criticism and clarify individual responsibilities. They should review their employees and dismiss those who fail to meet requirements.

The ministry also proposed to dismiss Ho Thanh Ha, vice head of the planning and finance office of A Luoi District and brother-in-law of the district's party secretary, in Thua Thien-Hue Province as his employment didn't follow procedures nor did he take the entrance examination. Most violations were found in A Luoi District. The head of the culture and information office Le Thi Them is the wife of the party secretary and doesn't have the required foreign language certificate.

It proposed to terminate the driving contract with Nguyen Van Thanh because of excessive personnel. Bun Lap Ksor, vice head of the ethnic office of Buon Don District, should be transferred to another suitable position as he has bachelor degree in banking, according to the ministry.

The ministry will conduct another inspection in the next few weeks.
