The breakwater will be built along the section spanning from Cau Pagoda (Japanese Bridge) to the Cam Nam Bridge in 2013.

The project has been approved by the Prime Minister as part of a larger plan to anticipate and cope with the effects of climate change.

The municipal government is preparing for the project while awaiting funding and approval from the Ministry of Planning and Investment.

The project is expected to cost VND150 billion (USD7.2 million), of which VND75 billion would come from the State, and the rest are from the local government budget, as well as other sources.

Because of the heavy impact from climate change, especially after the flooding of 2011, the existing breakwater was destroyed. The flood affected residents and buildings in Hoi An.
