HCM City called for doctors and nurses from 52 private hospitals and 200 clinics to help fight against Covid-19. Eleven private hospitals have also converted part of the premises to treat Covid-19 patients.

On August 23, HCM City People's Committee also submitted a proposal to the Ministry of Health, asking to pay private hospitals or let them collect treatment fees. The Ministry of Finance rejected the idea to collect treatment fees and asked the Ministry of Health to build a payment policy for private hospitals.

On September 9, the Ministry of Health proposed to use the state budget to pay for Covid-19 patients. The provincial people's council will decide the payment which must not exceed the highest payment listed at the local provincial general hospital. However, the proposal has not been approved and the HCM City authorities have not received any feedback.

The HCM City Department of Health then proposed on September 22 to pay private hospitals treatment fees. The patients must pay for other services such as daily meals.

The department also proposed to reopen beauty clinics. Cosmetic services had been halted at all hospitals and clinics since May 31 and the staff at the beauty clinics also contributed to Covid-19 collecting samples and the testing process. As the staff have been fully vaccinated and the outbreak situation in several districts have been controlled, the clinics hope to be able to resume operation.

Since the majority of the customers at beauty clinics must make appointments and go in small numbers, the HCM City Department of Health asked the HCM City People's Committee to reopen the beauty clinics from October 1.
