HCMC People's Committee has ordered local authorities to send their work dossiers in electronic form (except classified documents) or they won't be processed.

To improve administrative processes, HCMC People's Committee will guide localities how to use e-documents. It will also have to manage the incoming information and send out administrative documents via a specialised network.
The local department of information and communications will be responsible to maintain the network and secure its information.
This is a preparatory step in shifting from normal paper work to adopting e-documents and e-signatures.
The Chairman of HCMC People's Committee Le Manh Ha has also directed relevant agencies to prepare, send out announcements and documents to local authorities via the network.
HCMC’s e-mail system has created nearly 10,000 addresses but only 30% of them are in use and only 20% of local agencies use the network.
