The city administration has issued a plan covering compensation, support and resettlement for the project, which runs through Lai Thieu, Binh Hoa and Thuan An wards.
The three sections run from Gia Long Street to Vinh Phu 40 Street; from National Highway 13 near Vinh Binh Canal to Vinh Phu 40 Street; and from Binh Nham Canal to the boundary of An Son Port.

Under the plan, land acquisition, compensation and resettlement must be carried out transparently and in accordance with regulations, while safeguarding the legal rights and interests of affected residents.

Progress on compensation and resettlement will be tied to the disbursement of public investment funds in 2026, with eligible cases prioritised to speed up spending.
The city has also said heads of agencies and units could be held accountable for delays in assigned tasks, particularly where delays result from subjective causes.
All compensation, support and resettlement work must be completed by December 31, with relevant agencies responsible to the chairman of the HCM City administration for meeting their respective deadlines.
The municipal Department of Agriculture and Environment has been tasked with monitoring land acquisition and compensation and proposing solutions to any difficulties that arise.
Authorities in Lai Thieu, Binh Hoa and Thuan An wards will draw up detailed implementation plans, carry out compensation and resettlement procedures and hand cleared land over to the project investor.
Local authorities must also provide affected residents with information on relevant policies and hold dialogue with households before any administrative measures are taken. Teams will be set up to handle complaints and requests related to compensation and resettlement.
