Deputy Health Minister revealed as fake doctor

The Ministry of Education and Training has concluded that Deputy Health Minister Cao Minh Quang has used a fake doctoral degree.

The Ministry of Education and Training has concluded that Deputy Health Minister Cao Minh Quang has used a fake doctoral degree.

On September 23, the General Department of Education Testing and Accreditation under the Ministry of Education and Training (MoET) issued a document confirming the deputy minister held a fake degree.

The document was released following Quang’s petitioning of MoET to investigate accusations that he held a fraudulent degree published on a newspaper on September 19.

Based on documents from the Swedish National Agency for Education and feedback from Uppsala University, the department confirmed that in the Swedish education system, Mr. Quang’s Licentiatexamen or Licentiate in English is an Intermediate Degree, which may be higher than Masters or Pre-doctoral Degree, but could not be claimed to be a doctorate.

Earlier, the Internal Political Security Department under the Ministry of Public Security had also announced that Deputy Health Minister Cao Minh Quang had yet to obtain a doctoral degree in pharmaceuticals.

The verification of the official’s diploma was conducted after authorities received an accusation that Quang had falsely claimed that he has a PhD in Pharmaceuticals. The denunciation originated from Ho Chi Minh City-based veteran party member Ngo Minh Nho, the department said.

According to the department, the Swedish university confirmed in a document dated September 13, 2011 that the certificate it granted to Quang on October 26, 1994 was merely a certificate required for pursuing a PhD programme.

Quang studied at the school from 1992 to 1994 and was granted the certificate, not a diploma, for his research,” the department said.

Officials from the Ministry of Health said, that when Quang started working as the Head of the Drug Administration of Vietnam in 2004, the ministry had received a number of complaints of people about the use of the fake honour. The ministry requested him not to call himself PhD, but Quang’s business cards retained the title PhD in Pharmaceuticals.

Several years later, his curriculum vitae was ratified by a retiring Deputy Minister of Education and Training and claimed that Quang’s certificate was equivalent to a doctoral degree. Police have withheld this education official’s name.

Quang declared that he had a certificate of Licentiate in Pharmaceutical Sciences which was equivalent to a doctoral degree in Pharmaceuticals from Sweden’s Uppsala University. The title added momentum in his ascent to the position of Deputy Minister of Health.
