According to the Tay Ninh People's Committee's socio-economic report for the first nine months of 2026, the first phase will feature four lanes and be funded by the provincial budget.

The estimated investment totals VND 10.036 trillion, including VND 7.792 trillion (USD 296 million) for land clearance along a 60-metre-wide corridor and VND 2.244 trillion (USD 85 million) for construction and other costs.
The Tay Ninh Party Committee's Standing Board approved the investment plan on July 3, 2026.
The province will initially develop a 2.9-kilometre section connecting Road 823D with the Hai Son-Tan Do road.
The provincial transport infrastructure project management board is finalising the investment proposal.
The Duc Hoa road is among Tay Ninh's priority infrastructure projects, aimed at improving regional connectivity and supporting socio-economic development.
Tay Ninh authorities are working on the construction schedule, completion timeline and detailed funding arrangements for the entire route.
