HCM City plans 27,000 social housing units for 2026

HCM City plans to make around 27,000 social housing units available for sale or occupancy in 2026 as it works to meet a target of more than 181,000 units by 2030.

According to the municipal Department of Construction, the city is reviewing land availability, streamlining investment procedures and developing incentives to deliver 181,257 social housing units between 2026 and 2030.

The target includes 129,257 units for sale or lease-purchase and 52,000 rental units. The annual construction targets are 9,000 units in 2026, 57,657 in 2027 and 38,200 each year from 2028 to 2030.

So far this year, three projects comprising 2,283 units have been completed, while construction has begun on 13 projects with around 14,000 units.

A total of 25 projects involving approximately 22,900 units are currently under construction.

By the end of 2026, the city expects 13 projects providing 9,000 units to be completed, while another 17 projects comprising around 18,000 units are expected to finish foundation work, making them eligible for sale.

The city has identified 191 sites covering approximately 740 hectares for social housing development, including land in the former HCM City, Binh Duong and Ba Ria-Vung Tau administrative areas.

Authorities are also reviewing publicly owned land and considering converting underused factories and industrial sites, aiming to expand the potential land supply to around 1,740 hectares.

To attract investment and accelerate development, HCM City has cut administrative processing times by 50 per cent and is drafting additional investment incentives, including possible interest rate support.

Of the 52,000 planned rental units, 25,000 are earmarked for development through the Housing Development Fund, 10,000 through trade union investment and another 10,000 for workers in industrial and export processing zones.
