The decree will tighten the conditions on permanent residency such as raising the minimum period of temporary residence from one to two years and that rented homes must have at least five square metres per resident. The law also ban citizens from allowing migrants register false residency at their places to earn money.

The decree also stated that agencies can deregister the permanent residence of people who travel abroad for over two years, prisoners or soldiers.

Chairman of the NA's Law Committee Phan Trung Ly said erasing the names of residents if they travel abroad for over two years would violate people's rights. "Would this regulation be applied to officials that will have to take business trips abroad or students, workers that travel overseas, or people that have to go to other countries for medical treatment? This regulation will cause huge problems." Ly said.

He further said that the decree would cause trouble for the prisoners once they finish their prison term.

Nguyen Van Hien, Chairman of NA's Justice Committee also opposed to the decree, saying that it violated basic rights.

The deputy head of the Ministry of Public Security claimed it would only temporarily deregister people and they would let people register the residency again dependent on each case.

Chairman of National Assembly Nguyen Sinh Hung said, "People have freedom to choose their place of residence, health services and education. The regulations should create favourable conditions for the people instead of creating difficulties."

Hung said law makers must ensure that the regulations met the contents of the constitution.

According to Hung, people would continue to flock to Hanoi and HCM City whatever was outlined in laws. The new draft decree would cause problems for both people and management agencies.

The decree is still being chewed over and more opinions will be heard in the next two meetings.
