Banks to stop accepting passports for Vietnamese customers from 2026

From January 1, 2026, Vietnamese citizens will no longer be allowed to use passports for bank transactions as banks tighten ID rules to prevent fraud and standardise data.

Under Circular 17/2024/TT-NHNN on payment accounts and Circular 18/2024/TT-NHNN on bank cards issued by the State Bank of Vietnam, citizens must use ID cards or electronic ID cards to verify their identity for payment transactions, withdrawals and card services.

Customers will be able to withdraw money or make electronic transactions only when their biometric data matches information stored in their chip-embedded ID card or high-level electronic ID account. For non-chip ID cards, banks will authenticate through the National Population Database.

When opening a bank card or signing usage contracts, customers must present an ID card, an electronic ID card or, for those under 14, a birth certificate. Passports will no longer be accepted.

The State Bank of Vietnam said the policy aims to ensure accuracy, strengthen fraud and forgery prevention, and streamline data across the banking system.

The change is being implemented early to avoid disruption, as from January 1 the banking system will process transactions only after customers successfully authenticate their information and biometric data.

Banks have urged customers to update personal information as soon as possible, especially frequent digital banking users, to ensure smooth transactions after the deadline.
