The supervisors of SHB branch in central Khanh Hoa Province, Chu Thi Hang Nga and Nguyen Thi Truc Kieu, opened the account for Vu Xuan Lai in Tu Liem District, Hanoi.
According to a report from Truong Ngoc Nguyen, Director of SHB Khanh Hoa, to inspection agencies and Khanh Hoa province’s police: early November, Lai came to SHB Khanh Hoa to deposit VND10 trillion (USD500 million) at an interest rate of 3.5% per year for 10 years.
Lai said the money is a low interest rate loan from an international organisation for a Vietnamese agency to carry out an economic project. During the time waiting for the project implementation, the agency was seeking a bank to deposit and he acted as a broker. He also asked the branch to send him a brokerage fees through opening a VND50-billion account bearing his name.
After Nga and Kieu informed Mr Nguyen of the case, he was suspicious of the huge amount of money and asked them to stop working with Lai.
However, on December 8, the supervisors falsified the account for him without permission from the director, expecting that VND10 trillion would be soon transferred to the bank and they would regularise the account.
On the evening of December 8, Lai met these supervisors to take the account and urged them to give the contract of receiving VND10 trillion to their director. But, right after that Lai took the account away and did not return it to the bank.
After talking with Lai, Nga and Kieu suspected his swindle and reported the case to Mr Nguyen.
Mr Nguyen submitted the case to Nha Trang City’s police. All related documents were transferred to the provincial police for further investigations.
Nga and Kieu were suspended from the office from December 13. Currently, Lai is still being detained for further questioning.
