In February 2017, Phan Angel and Nguyen James Han arrived in Vietnam and contacted Nguyen Quang Thanh, Tran Tuan Tai, Ta Tan Loc and Nguyen Hung Anh to carry out anti-state operations on April 30 and May 1. They planned to send leaflets and gather people to hold a protest against the government. If the police tried to deal with violent protestors, they would record the incident and accuse the police of violating human rights.
They also planned to hack into media corporations to air anti-state programmes. However, most of their plans were detected and stopped.
They have carried out several terrorism plans such as burning down the parking area for violating vehicles of Bien Hoa City's Police Department. Recently, a police station in HCM City's Ward 12 was attacked with petrol bombs, injuring three people and damaging many pieces of equipment. Seven people were arrested over the case.
HCM City People's Procuracy concluded that the actions were extremely dangerous and threatened the national security. At the trial, the defendants admitted the crimes.
HCM City People's Procuracy proposed 14-16 years of imprisonment and expulsion afterwards for Nguyen James Han and Phan Angel. Nguyen Van Chanh and Do Thi Thuy Dung face 5-7 years of imprisonment and 2-3 years of probation. The rest face 10-12 years of imprisonment and 3-4 years of probation.
