Speaking to Dantri/Dtinews on Thursday morning, an official in Son Thuy Commune said that the tragic accident occured at 4 am the same day at a house in Vinh Quang Village.
"Their parents went out early to clean up their house which has been flooded following the Storm Trami," the local official said. "They left the doors open and didn't notice that their two-year-old twin boys went out after that. It was not until 5 am that the parents saw their children drowned in a flooded area in their yard."
Quang Binh has been among the hardest-hit localities by flooding triggered by the Storm Trami. A report released by local authorities on October 30 said that five people had died and over 32,000 houses were deeply submerged in the floods.
