Following a merger, the Ministry of Home Affairs comprises 22 units, including 18 administrative organisations responsible for state management functions. Four public service units, including the Dantri newspaper, support the ministry's state management functions.
Permanent Deputy Prime Minister Nguyen Hoa Binh has signed and issued Decree 25 on behalf of the Government, detailing the functions, tasks, powers, and organisational structure of the Ministry of Home Affairs. The decree will take effect from March 1.
The Ministry of Home Affairs has been established through the merger of the Ministry of Home Affairs and the Ministry of Labour, Invalids and Social Affairs. It retains the current functions and duties of the Ministry of Home Affairs while also assuming responsibility for state management in labour, wages, employment, social insurance, occupational safety and hygiene, people with meritorious services, and gender equality, previously overseen by the Ministry of Labour, Invalids and Social Affairs.

According to the decree, the Ministry of Home Affairs is a governmental agency responsible for state management in public administration, state institutions, and local government organisations.
The ministry also manages civil servants, public employees, and the civil service; labour, wages, and social insurance; employment; occupational safety and hygiene; associations, social funds, charitable funds, and non-governmental organisations; people with meritorious services; youth affairs; gender equality; state archives; and emulation and commendation policies.

Among these 22 units, 18 are administrative organisations assisting the Minister in state management, while four are public service units supporting the ministry's state management functions, including Dantri newspaper.
