The provincial People’s Council approved the measure on February 5 as part of amendments to regulations on sightseeing fees first issued in 2017 under the Law on Fees and Charges.

Officials said the policy is intended to show appreciation to the public, monks, Buddhists and visitors who have supported the protection, restoration and promotion of the heritage site, while also boosting its visibility and educational value.
The fee waiver is also expected to support planning efforts, attract investment, diversify tourism products and stimulate visitor demand in the coming years, the provincial government said.
The Yen Tu-Vinh Nghiem-Con Son, Kiep Bac complex was recognised by UNESCO as a World Cultural Heritage site in July 2025, becoming Vietnam’s ninth such designation. The heritage area spans Quang Ninh, Bac Ninh and Haiphong.
Entry fees at Yen Tu previously stood at VND 40,000 (USD 1.52) for adults and VND 20,000 for children.
