The backlog had affected several areas of the city, with uncollected rubbish piling up in neighbourhoods, causing foul odours and environmental concerns, particularly during hot summer weather.
In Hung Dao Ward, residents said household waste had been collected only sporadically for about three weeks. Large amounts of rubbish were left around trees and on pavements as households struggled to store it indoors.
Local authorities said five to seven tonnes of household waste had accumulated near Thien Nam Garment Company since August 7-8 without being transported for treatment.
A similar problem was reported in Kien Hai Commune, where authorities said actual waste volumes exceeded the collection and treatment quota allocated under the city's 2026 solid waste management plan.
Under the plan, Kien Hai was allocated 10.8 tonnes of waste a day for treatment at Dinh Vu, but actual volumes exceeded the quota by about 3.7 tonnes, leaving the excess uncollected.
Kien Hai, home to more than 46,000 people and rapidly urbanising, said its waste quota did not reflect actual demand from dense residential areas, markets, a fishing port and seafood processing and commercial activities.
It noted that its daily allocation was lower than those of some less populous areas, including Kien Thuy Commune, which is allocated about 16 tonnes a day, and Nam Do Son Ward, with 20.8 tonnes.
Kien Hai has proposed increasing its daily waste collection and treatment allocation from 10.8 tonnes to 14.5 tonnes.
The Haiphong Department of Agriculture and Environment inspected affected areas on August 14, after which the city ordered the urgent collection and treatment of accumulated waste.
By the afternoon of August 15, most of the backlog had been cleared. The department said it would propose adjustments to existing waste management rules to prevent similar problems from recurring.
