Under the proposal from the provincial People’s Committee, the airport would be located across parts of Liem Tuyen Ward and the Binh Luc and Binh My communes.

An overview of Liem Tuyen Ward
The planned site lies approximately 30 km from Ninh Binh city centre, about 21 km from Nam Dinh Ward, and some 19-30 km from key tourist destinations such as Tam Chuc Pagoda and Bai Dinh-Trang An, positioning the airport to serve both regional transport and tourism needs.
Covering around 664 hectares, the airport is designed to meet ICAO 4E standards and to double as a military airbase at level I.
The initial plan foresees two runways (3,800 m and 3,200 m) capable of handling wide-body aircraft. Passenger throughput is projected at 5 million per year around 2030, rising to 10 million annually by 2050.
