The decision was announced by officials in Hue following a review of the project in Chan May-Lang Co Commune.
Originally approved in 2017, the Voi Stream Tourism Project was developed by Hoa Lu-Hue Investment, Trade and Services Company on a site in what is now Chan May-Lang Co Commune. The project covers nearly 52 hectares with an initial investment of VND 1.02 trillion (approximately USD 40 million).
Despite breaking ground in January 2021, the project failed to meet its commitment to launch phase one the same year, later revised to the second quarter of 2023.

Authorities said no construction activity is currently taking place on site. The project began falling behind schedule in 2022 and was fined twice for administrative violations, totalling VND 140 million (approximately USD 5,500).
To date, the investor has completed limited works, including land clearance, internal roads and a spillway, with total disbursed capital of VND 154 billion (approximately USD 6 million).

Before the project was launched, Voi Stream was a popular eco-tourism destination supporting the livelihoods of hundreds of local residents. A total of 108 households were affected when the project started construction, including 57 losing land and 49 impacted in terms of income.
Although the developer had pledged in late 2024 to revive the project with new partners, the site has so far remained dormant, leaving the once-vibrant attraction in a state of disrepair and prompting disappointment among local communities.
