Of the total investment, EUR35 million is funded through a loan from the French Development Agency, EUR2 million comes from non-refundable aid from the EU, and Vietnam’s counterpart funding covers the remainder.

The project, managed by the Quang Nam Provincial Project Management Board, consists of two components. The first focuses on infrastructure development along a 3,393.5-metre stretch from the river mouth (Cham Island pier) northward to the beach near the Victoria Hotel. Key works include a 2,160-metre submerged breakwater located 250 metres offshore.
The second component involves research on integrated coastal and river basin management, establishing a centralised data centre, upgrading automated environmental monitoring systems, and developing tools to oversee resource use in rivers and coastal areas.
The project seeks to safeguard land, property, and the lives of 1,300 households, as well as key tourism infrastructure along a 3.2-kilometre section of coastline in Cua Dai Ward and its surroundings. It is anticipated to help curb coastal erosion and promote the socio-economic development of Hoi An City and Quang Nam Province.
The coastline in Hoi An stretches 7.5 kilometres and is home to numerous beaches. However, these local beaches have been grappling with severe erosion for years.
