The Environmental Pollution Control Department stated that vehicle emissions of CO, NO₂, and fine particulate matter (PM2.5, PM10) have worsened air quality, especially in densely populated cities such as Hanoi. Outdoor waste burning, the use of charcoal, and various daily activities have exacerbated the problem.
The Health Environmental Management Department under the Ministry of Health said that when the AQI is at unhealthy levels (150 to 200), residents should restrict outdoor activities.
