The PM made the statement on August 19 when meeting with the chairman of the France-based Association of Vietnamese Scientists and Experts (AVSE), Professor Nguyen Duc Khuong, who is teaching at the IPAG Business School in Paris.

Prime Minister Phuc praised the association and Professor Khuong for their active efforts in gathering Vietnamese intelligentsia in France to create a network of exchange and support, contributing to the homeland in many fields.

He expected the AVSE to undertake more cooperation projects in Vietnam in the future as a motivation to drive the operation of other associations of the overseas Vietnamese community.

For his part, Professor Khuong gave an overview of the association and its cooperation with domestic ministries and agencies, as well as a number of notable training programmes to enhance the quality of human resources.

The association is also working with Ho Chi Minh City to formulate three key development solutions, including an open data ecosystem, higher education as well as economic, financial and investment policies.

Professor Khuong also expressed his wish to offer advice on economic issues, gathering and effectively using experts and creating motivations for young people.

Prime Minister Phuc agreed to Professor Khuong’s proposal and affirmed that the government always values talents and would introduce policies to attract and facilitate talented people to contribute to national development.

The AVSE was established in 2011 with a view to bringing together Vietnamese scientists and experts in France and other countries to contribute to Vietnam’s socio-economic development.
