Nguyen Hung Manh, vice chairman of the Chi Lang District People's Committee, said Chi Lang is home to 80,000 people, 90 percent of whom are members of the Tay and Nung ethnic groups. The locality's poverty rate is relatively high. In Van An Commune alone, around 70 percent of households are poor.

The old classrooms in Na Thua are the village's severely deteriorated community house, and they have been used for the past 17 years.
