Lanes and alleys longer than 200 metres are the primary beneficiaries.

Hanoi Police Department have proposed to local authorities a plan to enhance firefighting capacity and safety through 2025, with an orientation towards 2030, for consideration.

All households need to equip themselves with fire extinguishers, and at least one person trained in firefighting skills will be in each household. All houses used for commercial purposes must have a second exit.

Chemical facilities in residential areas will be relocated to industrial zones and clusters. All facilities that do not meet fire safety requirements and were operational before the 2001 Fire Prevention and Fighting Law put into use have to rectify fire safety issues.

The city would complete the installation of 3,050 outdoor fire hydrants, 433 water tanks and fire pump stations in public areas, four water intake stations, and 900 fire water collection pits in areas at high risk of fires and explosions.

Hanoi has recently faced many deadly fires. One of the large fires occurred on May 24 at a five-storey house in Cau Giay District, leaving14 people dead and three others injured.
