Several flares were set off after the Vietnamese team had taken the lead just after four minutes at Phnom Penh Olympic Stadium on September 5.
As soon as the incident took place, AFC officials and match supervisors worked with VFF Vice President Tran Quoc Tuan and General Secretary Le Hoai Anh in the field.
AFC regulations consider flares a serious violation.
