Thousands of pagodas and monasteries across Vietnam rang their bells to mark the country's first day of a new two-tier local government model on July 1.

At Vietnam Quoc Tu Pagoda in District 10, Ho Chi Minh City, the headquarters of the city's Buddhist Sangha, the first bell rang precisely at 6 am, a moment symbolising a new chapter in Vietnam's administrative reform.

As of July 1, following a resolution passed by the National Assembly, Vietnam officially implemented a two-tier local government system nationwide, reducing the number of provincial-level administrative units from 63 to 34.

The reform marks a significant milestone in restructuring the state's administrative apparatus, with the expectation of improving governance efficiency, streamlining bureaucratic structures, eliminating overlapping functions, and concentrating resources on socio-economic development.

Many people arrived at the pagoda early in the morning to witness the occasion. Nguyen Ro, a resident, said he felt deeply moved. "Hearing the bell this morning filled me with happiness and peace. It felt as though the entire country was transforming. I hope future generations will grow up in a safe, moral, and compassionate society," he shared.

The ceremonial chiming of the Bat Nha Bell and drum is traditionally held during major national and religious events, including War Invalids and Martyrs Day, Buddha's Birthday, Vu Lan Festival, and other significant occasions.
