
The appeal was made by Vu Le Thai Hoang, Vietnam’s permanent representative to the United Nations and other international organisations in Vienna, at the first meeting of the ad hoc committee on rules of procedure for implementing the convention. The meeting took place in Vienna from January 26 to 30, 2026, marking the committee’s first session since the convention was opened for signature in Hanoi in October 2025.
Hoang said Vietnam had consistently upheld cooperation and consensus throughout negotiations and preparations for implementation. He stressed that clear, robust and consensus-based rules of procedure would be essential to ensure the Conference of the States Parties operates efficiently, transparently and credibly once the convention takes effect.
He urged delegations to engage constructively and flexibly to swiftly adopt the rules, laying a solid foundation for effective implementation. Vietnam, he added, is completing domestic procedures and is committed to ratifying the convention at the earliest possible time.
On January 26, within the framework of the meeting, Vietnam co-hosted a seminar with the Inter-Parliamentary Union, Interpol and the United Nations Office on Drugs and Crime on promoting universal adoption and effective implementation of the convention.
In opening remarks, Hoang said the priority after the convention’s signing was to ensure it becomes an effective instrument in practice. Beyond ratification, he noted, countries must strengthen national legal frameworks, build institutional capacity and enhance sustained international cooperation.
Vietnam values the complementary roles of organisations such as the IPU, Interpol and UNODC, from legislative support and law enforcement cooperation to international coordination and capacity building, Hoang said, reaffirming Vietnam’s commitment to contributing to global efforts to combat cybercrime, particularly through technical assistance for developing countries.
The seminar drew broad participation from governments, law enforcement and judicial agencies and international partners, providing a forum to promote multilateral cooperation and help turn the convention into an effective global tool against cybercrime.
