Ca Mau Province has proposed that the Ministry of Industry and Trade include the planned Ca Mau Refinery and Petrochemical Complex in Vietnam’s national energy master plan for 2021-2030, with a vision to 2050.

Under the proposal, the project would be developed in two phases. Phase one is designed with a processing capacity of about 65,000 barrels per day, equivalent to 3 million tonnes annually. In phase two, total capacity would increase to around 155,000 barrels per day, or approximately 7 million tonnes per year.
The complex is proposed for the Tan Thuan Industrial Park in Tan Thuan Commune, with implementation expected during the 2026-2030 period.
Located at Vietnam’s southernmost tip, Ca Mau has a strategic position with access to both the East Sea and western coastal waters. The province is already home to the Ca Mau Gas-Power-Fertiliser Complex and is regarded as having significant potential for offshore wind power, LNG-to-power projects and emerging energy industries.
Provincial authorities said the Nam Can Economic Zone, industrial parks and key transport infrastructure are being developed in parallel. Major projects include the Ca Mau-Dat Mui Expressway and the Hon Khoai dual-use general port, both expected to be completed by 2028.
Officials said the province’s coastal transport corridor and maritime infrastructure would support the import of feedstock, as well as the processing, storage, transshipment and distribution of energy products.
According to the provincial government, the proposed refinery and petrochemical complex could be integrated with existing and planned oil and gas, port and logistics infrastructure. The project is also aligned with Ca Mau’s ambition to become a regional energy and logistics hub, while supporting a proposal to establish a national energy reserve centre in the province.
