The operation was carried out by the provincial Military Command's Staff Department in coordination with relevant agencies. The explosives had been discovered and collected in Luong Son Commune and Hoa Binh Ward.

The cache included eight 100mm artillery shells, six 82mm shells, five 60mm shells, two grenades and 150kg of ANFO explosives.
The shells and grenades had been collected by the Hoa Binh Ward Military Command, while the ANFO explosives were held by the Luong Son Commune Military Command. The materials included unexploded ordnance left over from the war as well as explosives seized in criminal cases in the area.
The Phu Tho Military Command drew up a plan for the safe collection, transport and disposal of the explosives in line with regulations.
